In those fields, while the objectives, priorities and targets are agreed at EU level, the national governments are fully responsible for formulating and implementing the necessary policies. As a result, the effectiveness of policies depends on the national implementation process. While EU can promote closer dialogue with national states, organizations and interest groups, implement better monitoring of national policies to insure that the resources are spend properly.
Second way is to strive for closer political, economic, financial and social integration by creating fiscal federalism- larger common budget, putting more competencies at EU level etc. The results of moving to the closer state status, may bring improvements in the decision making process (as it is more centralized system) making it faster and efficient.
Over all, EU has achieved a lot in the integration and currently it is moving forward integration because even our poet said: “Only those, who change survive!”
