Education Will Be Truly Effective Only when It Is Specifically Designed to Meet the Individual Needs and Interests of Each Student

I agree with the statement above insofar as the education designed according to the individual needs and interests of each student can do good to students' learning, but is it the only effective way to improve the education? Apparently, the speaker ignored that there are various levels of education, which should be evaluated in different cases. In my opinion, education will be truly effective only when it responds to different stages of education in a proper way.
