Colin Powell, United States Secretary of State, said this sarcastically. Halabja is an Iraqi city in which the Iraqi regime committed its most horrible crime against civilians on the 17th of March 1988. This city, along with numerous others were bombarded by warplanes carrying chemical gasses more than 20 times. It is estimated that between 500,000 and 1,000,000 men, women, and children died in the attacks.
