Rituals at this time were becoming more popular except for those of the Theravada Buddas. Many others believed that the Theravada was not practicing at all and were for fixed on learning.
So in conclusion this quote does not completely express the Buddhist Dharma for some groups of Buddhists. Though it is a quote expresses among most.
