"Laws are made to instruct the good, and in the hope that there may be no need of them; also to control the bad, whose hardness of heart will not be hindered from crime." − Plato.
In simple terms these words mean that good and honest people do not need any rules to act responsibly but there are other people who always try to find a way around the laws. It was an actual problem in the period of the existence of Ancient Greece and it is still actual nowadays.
