Key changes have occurred in information technologies and telecommunications in Latvia over the last five years. Political, scientific and business structures have come to see the need for an integrated, high-level structure to coordinate IT&T development in Latvia. The resulting government structure has shifted focus several times over the last three years, and state investments have been minimal. There is a need for much more effective use of financial and technological resources, as well as for modern management structures and – especially – for political support at the governmental level.
The year 2000 was important in Latvia in the sense that information technology, telecommunication and electronics have become an integrated sector of economy – one which not only is being called upon to serve as the infrastructure of the Information Society, but is also becoming a leading export industry. …
