The 11th day of November 1992, an 18-page "Dear Hillary" letter was written stating the implementation of Marc Tucker's "cradle-to-grave." This letter focused on the school-to-work Opportunities Act (STW) that President Clinton signed in 1994. It was coordinated by the local, state, and federal level to allow the use of counselors and computers to match jobs for students. Author Phyllis Schlafly disagrees with this act.
