The car it self will use some of the kinetic energy to recharge itself (the battery).
A fifth wheel will be doing that job by turning this kinetic energy to electrical one. Of course public transportations will be improved.
The car system will change completely as a third stage. They will all consume electrical power straight form the source, the battery will be abandon. There will be an electrical net that has a connection with the car.
