INTRODUCTION
Terror has been practiced by state and non state actors throughout history and throughout the world. Terrorism is the tactic of the powerless against the powerful. Thus it is not at all surprising that political, religious minorities can give birth to many forms of terrorism. During the last two decades the world has been marked by increasing number of terrorist attacks. People seeking independence like the Palestinians in the Middle East and Kashmir in South East Asia are examples of why terrorism exists.
