CONCLUSION
Cooper (1993) argues that the nature of the tourism industry requires a clear public sector involvement, although in some countries the public sector is withdrawing from tourism, and private-sector organizations are being encouraged to step in. According to Cooper et al, this reflects a fundamental lack of understanding of the nature of tourism and the issues involved.
Tourism development so not only involves tourists and developers but also touches other sectors of society. It is directly related to the economy in general and may impact on the environment at large.
Hence, owing to the complex nature of tourism, planning and organizing of tourism development should involve with public sector, to ensure comprehensive tourism development based on political, economic, social and environmental consideration.
