The issue of human resource is one of the most complicated and challenging ones. It involves the whole spectrum of different aspects: employment, competitiveness, employability, education and training, re-training, conditions of work etc. Carrying out my everyday job duties in the Personnel Department of limited liability company “Triāls”, I have gained “hands-on” experienced in different situations: participating in the development of human resource development plans of the company, planning in-service training activities, as well as trying to fill in vacancies in the company, finding the most appropriate candidates, interviewing them, talking to job-seekers who wish to apply for a job. This is the reason, why I wanted to have a more general insight in the different aspects of human resource issue on national scale, and I decided to study it more closer in this paper. …
