Latin America is a region in which in the first half of the decade of the 90s, and since the crisis of the 80s, there has been the hope of growth and expectations until two events became evident. One is the incapacity of this change to rapidly work on the social issues. Notwithstanding, there has been a slight decrease in the area of critical poverty in some countries; this has not been the case, by comparison, with regard to the level of income. (Kuttner 2002) This is where the problem of elimination appears, as the growth model which we had adopted on the outside, based on technology and know-how -since there is no other alternative, has certain exclusionary roots in the incipient stages.
And this plainly for the logic that those who have access to these new forms of production are people who have know-how, professional training and education, and as these are scarce factors in countries like Latin America, where there is a natural tendency of consolidation of income in certain sectors of the population. …
