The stone is inscribed with a decree in honor of Ptolemy V, by the priests of Memphis. They attempted to reestablish Ptolemy as a legitimate ruler after much turmoil in Egypt.
7.) Cleisthenes was born a noble Athenian who established the first democracy in Greece in the year 510 BC. After coming into power he made all citizens of Athens his "hetairoi," or companions. He weakened the clan system by eliminating the four tribes that had led to tyranny before. Instead, he organized the citizens into ten tribes based on where they lived. Another reform initiated by Cleisthenes was electing legislative bodies based on lot, not heredity or kinship. Cleisthenes referred to these changes as "isonomia," which means equality under the law.
