3. Multi-level regulation can be seen as an activity of EU when the EU has agreed to certain international agreements and imposes them into EU law and then the movement gets passed down for implementation into member states’ national law. Thus multi-level regulation is governed in EU by three main institutions namely European Parliament, European Commission and the European Court and they act in the best interests of the EU as a whole rather than their members being representatives of their respective countries6.
The afore mentioned case is a clear example of commission’s provisions in enforcing an international agreement into EU and its member states via the means of the regulation issued by the European Parliament and the Council7. The EU further enhances this by issuing a directive that calls the member states to incorporate in their national law criminal law penalties for the protection of the environment8. …
