Bureaucracies can also adhere decision making. Within a large organisation that has a tall hierarchy with narrow span of control, communication break down can occur between top and bottom levels. Therefore communication of strategic decisions and any other important information will take longer to reach all levels within the organisation. This is not good in today's industry when companies have to be responsive to changing market demands if they want to satisfy the consumer and become successful.
Therefore there are modern forms of bureaucracy which are often more successful and less rigid. A professional bureaucracy possesses all the characteristics of a bureaucracy, but decision making is decentralised, and there are fewer levels between the apex and operating staff within the hierarchy. Being a flat structure, control of its staff is through the introduction of them into decision making. This can therefore increase innovation and allow for employee satisfaction.
