The latter is eventually chosen. The debate leading up to the decision is repetitive and tiresome and could have easily been done in much less time.
<Tab/>In between the endless dialog sessions inside the White House random scenes from Cuba and nuclear blasts have been added. Footage from the missiles being assembled in Cuba is unique and gives you a picture of what is happening on the "other side of the fence;" however, they do little to add to the drama and headaches going on in the White house. Nuclear blasts from supposed "military exercises" are also shown. They appear to be used to add an element of immediate danger to the situation but prove pointless. The outcome of the film is already known and the blasts are looking to show a "this could of happened" scenario. Again, this is useless as the outcome is already proven.
