Kyoto aims to reduce all greenhouses, as the EU ETS scheme only covers CO2 emission.
The future of international policies dealing with climate change
The EU ETS and Kyoto regime will exist next to each other, from 2008. The EU is willing to cover new sectors in its system (aviation) and possibly even new CO2 gases. Still, the EU ETS system alone, is not enough to meet the EU's Kyoto targets. Radical emission deductions (20%!!!) were proposed by the EU Commission until 2020.
The Kyoto Protocol does not put emission reduction obligation on developing countries and one of the biggest polluters, the USA is not under the scheme. The negotiations on the future of Kyoto (after 2012) just have started in the forst COP/MOP1, where the parties discussed and adopted decisions on the outstanding operational details of the Kyoto Protocol, including the Marrakesh Accords.
