Illegal downloads may hurt one industry but it helps another. The Internet service providing business depends on illegal downloads in order to evolve. You may think this to be untrue but it is. The average person who does not download music can not tell the difference between 1.5 megabytes per second and 4 megabytes per second.
Whose job is it to enforce the Copyright laws. Currently it's being done by private groups who are civilly suing people who download pirated items. The Internet service providers are not taking the blame for any of this because they depend on illegal downloads. The police claim that they are not funded enough to embark on hunting down people who break copyrights. So Currently its being enforced by private interest groups such as the RIAA.
