These problems were highlighted only recently when the Millennium Dome was built. It had big ideas, like Wembley and was meant to be a national building, but soon after completion it went downhill and now fails to make a profit.
When the site was chosen, the project was meant to be undertaken by Wembley plc, who owned the stadium and a party set up for this purpose, the English National Stadium Trust, ENST. They were meant to be leasing the site from Wembley plc and would be responsible for design and building, but it soon decided that it could not secure the lease.
This had happened because Arsenal Football Club was now bidding for the stadium and the FA had to pull out. Sport England now decided that the idea of an independent trust was not very practical.
To secure the site in the face of private companies the lottery grant offers would now be devoted to the buying of the stadium and its business. …
