The arguments for discussion:
“One of the most important reasons for the decline in the number of visitors to the downtown Herbert Falls area is the presence of teenage skateboarders. Pedestrians are few and far between, and the graffiti and litter are widespread. Fully 80% of business owners surveyed recently responded that they favored putting limitations on the use of the mall by skateboards. Clearly, then, banning the use of skateboards on the mall will reverse the decline in business in the downtown area.”

The analyze of the argument:
The arguments set in this passage mainly is based on the idea that the presence of teenage skateboarders decreases the number of visitors. It could be true to some extent, as there are few pedestrians, the litter could be made by those skateboarders. It is common also to think that the skateboarders’ life style includes drawing graffiti, but we can’t be sure whether it is actually true in this case.
