Firstly, the question of consent- whether being threatened makes for meaningful consent (obviously, here Hobbes bases his conclusion on the assumption of will as the last deciding factor in choice), however later on many contractarians have struggled with finding basis for consent in their theories. Second claim is important because self-defense is an issue to be answered for in most political theories, as it is a notable exception to the rules of doing no harm. Self-prioritization and the extent of it is a very disputable problem.
