The Commission has made clear that it would not oblige countries which do not have a statutory wage to introduce one. The framework should focus on the objectives, in terms of coverage (the percentage of the labour force receiving at least the minimum wage) and level (most probably expressed as a percentage of the median wage), not on a specific type of instrument.
Ursula Von Der Leyen, commission president, has said that the goal is to stem a “brain drain” from east to west.

Conclusion
It is important to ensure fair pay working conditions for every citizen of the EU. However, the level of minimum wage needs to be assessed in relation to the economic and legislative conditions of each country as well as involvement of social partners. In this way, it will be possible to provide the decent living standards in the long term, reducing wage inequality and the gender pay gap.
