As it is seen in media releases, Qantas is following through it's strategic and operational plans of restructuring business units in Australia, cutting down on staff and outsourcing some operations like heavy maintenance aircraft checks overseas but at the same time keeping IR/ ER issues in mind.
The creation of new subsidiaries like Jetstart and introduction of AWA agreements will give the company that "flexibility" of controlling the human resources and operations in the future and the long-term in accordance with the Qantas strategic plans.

Summary
From the above mentioned facts it is decoming apparent that
the company does take to concideration the IR/ ER issues during the cource of the strategic planing.
While there have been a number of reactive IR policies and procedures introduced by Qantas under the pressue from unions, the support of the Federal Governments's Industrial Law changes and introduction of AWA's is demonstrating the proactive and long-term initiative by the company to exploit the changes to it's adavantage in achieving the objectives.
