Inter-organizational relations include the issue of federalism and intergovernmental relations, which in general are being compared in-between. Some people suppose that an intergovernmental relation is just another term for federalism, but it is not quite accurate opinion.
In formal sense, a federal system means a contrast to unitary or centralized system. A federal system divides power between central government and regional governments, or states, provinces, cantons and lands.
